Pursuant to Article L.421-189 of the “Code des impositions sur les biens et services” (CIBS) and in accordance with the deliberation of the Council of Alsace No. CD-2025-4-7-1 of 20 October 2025, heavy vehicles that meet all of the following cumulative conditions are subject to the tax (unless exempt):
1° Their Gross Combination Weight Rating (GCWR) is greater than 3.5 tons.
2° They meet one of the following criteria:

Yes. Foreign vehicles have the same rights and obligations as vehicles registered in France. They must register in R‑PASS before using taxed roads. Any tax exemptions apply under the same conditions.
